Tournament Poker Question? Player (A) place a...

...$50 dollar small blind, Player (B) place a $100 big blind,? and next to act Player(C with $2000 in chips) bet $150 without saying anything. The dealer says you must make to $200, but the player refuse and said the blinds are not consider bets but blinds. Can Player (C) bet $150 and if so why? Can this be done in tournament and cash games? I never seen this done before.

first off, the blinds ARE technically bets, the players must bet that amount before they receive their cards. also, player C MUST bet at LEAST 2x the big blind if he is going to raise, which a bet to $150 would be. usually cash games would follow this rule, but it depends on the particular rules for that house.
